My Lords, on behalf of my noble friend Lord Bellwin, I beg to introduce a Bill to make amendments relating to the winning and working of minerals in the Town and Country Planning Act 1971 and the Town and Country Planning (Scotland) Act 1972; and for connected purposes. I beg to move that this Bill be now read a first time.
