My Lords, with the leave of the House, I should like to say a word about the length of speeches in today's debate standing in the name of my noble friend Lord Young of Graf ham which your Lordships have limited to five hours. My noble friend will be allowed 20 minutes to open. He should rise to reply not less than 25 minutes before the scheduled end of the debate. Every other speaker should be confined to a strict time limit of 14 minutes. Perhaps I may point out that that means that each speaker should have sat down before the figure 14 appears on the clock.
