asked Her Majesty's Government:What is the present state of international law or convention governing attacks on computer networks; and whether NATO is currently attacking or planning to attack computer networks. [HL2713]

International law, in particular the First Additional Protocol to the Geneva Conventions 1949, governs armed attacks in an international armed conflict. Military operations are conducted in accordance with our obligations under international law. Her Majesty's Government do not comment on the details of NATO targeting plans.
