asked Her Majesty's Government:Further to the Written Answer by Baroness Symons of Vernham Dean on 5 July (

WA 68), whether the rules governing official secrets or the commercial use of information gained in government service which apply to ministerial special advisers apply to personal representatives of the Prime Minister; and, if not, whether they will publish the rules of conduct for such personal representatives. Access to papers and information for any individual acting as a personal representative of a Minister is at the discretion of the Minister concerned. The normal rules relating to security clearance and confidentiality apply.
