asked Her Majesty's Government:Whether, given their attitude to Russian policy in Chechnya, former President Yeltsin will be arrested if he visits the United Kingdom. [HL1188]

As with any other individual, that would be a decision for the police based on their assessment of whether he had been guilty of any arrestable offence within the jurisdiction of the British courts.
