asked Her Majesty's Government:Whether they will publish the terms of reference for the review which they have asked Gurbux Singh to conduct on the Global Cultural Diversity Congress. [HL1415]

My honourable friend the Parliamentary Under-Secretary of State at the Home Office, Mr O'Brien, has asked Gurbux Singh to conduct a review with the following terms of reference;

"To review the events leading up to the cancellation of the Global Cultural Diversity Congress, including possible implications for corporate governance of the Commission for Racial Equality, and to make recommendations."
The findings of the review will be laid in the Library.
