Law Officers' Advice: Distribution To Cabinet

asked Her Majesty's Government:Whether the full text of legal advice issued by the Attorney-General, Lord Goldsmith, has always been circulated to all members of the Cabinet prior to Cabinet discussion of the issue concerned. [HL1498]

As the Ministerial Code states, when advice from the Law Officers is included in correspondence between Ministers, or in papers for the Cabinet or ministerial committees, the conclusions may if necessary be summarised but, if this is done, the complete text of the advice should be attached. There is no other guidance on the distribution of the Law Officers' advice to Cabinet.
