The Committee met at half-past four of the clock

I have been advised that these microphones are where they are so that they can pick up a speaker’s voice when a speaker is standing. I think that I am right in saying that most people will not stand when they take part in the debate—
Oh, noble Lords do stand. Well, then, we should keep the microphones where they are and on no account move them up and down. I would not like us to interfere with the whole system by jiggling around with these delicate things, whatever they are. My instructions are to tell noble Lords not to move them up and down.
I remind Members of the Committee that, in the case of each order, the Motion before the Committee will be that the Committee do report that it has considered the order in question. I should also make it clear that the Committee is charged only to consider orders and not to approve or disapprove them. The Motion to approve will be moved in the Chamber in the usual way.
I should also remind the Committee that, if there is a Division in the Chamber while we are sitting, the Committee will adjourn at the earliest convenient moment after the Division Bells are rung and will resume after 10 minutes.
