Vehicles: End-of-Life

asked Her Majesty's Government:

How an “end-of-life vehicle” is defined in United Kingdom legislation or law derived from the European Union end-of-life vehicle directive. [HL1639]

The End-of-Life Vehicles Regulations 2003 (SI 2003/2635) and the End-of-Life Vehicles (Producer Responsibility) Regulations 2005 (SI 2005/263) both take their definitions from the end-of-life vehicles directive (2000/53/EC), which defines an end-of-life vehicle as a vehicle which is waste within the meaning of Article 1(a) of the waste directive (75/442/EEC), where,

“‘waste’ shall mean any substance or object … which the holder discards or intends or is required to discard”.
