asked Her Majesty's Government:

What assessment they have made of the additional costs incurred by the police and ambulance services in areas of high concentration of licensed premises during the first year of operation of the Licensing Act 2003, and of the diversion of funding for these services from other areas of the cities in question.[HL1403]

It is too early to draw any firm conclusions about the impact of licensing reform on crime and disorder and additional demands on the emergency services. The Government plan towards the end of this year to report on their assessment of the impact of the new regime on incidents of crime and disorder.
