Further to the Written Answer by Lord Rooker on 22 April (WA 291) concerning the St Andrews agreement, what is meant by the Belfast agreement's “structure and functions”. [HL3231]
It means the institutions set up as a result of the Belfast agreement, the interrelationship between them and with other institutions and the functions assigned to them by the legislation that implemented the agreement. Within UK domestic law, the majority of these are covered by the Northern Ireland Act 1998.
