I refer the noble and learned Lord to the Government's responses to the Public Administration Select Committee reports on Propriety and Honours: Interim Findings (fourth report of Session 2005-06) and Propriety and Peerages (second report of Session 2007-08). Copies of the responses (Cm 7374) have been laid before Parliament.
