House of Lords: Staff Passes

At its meeting on 15 July, the House Committee considered issues arising from the recent publication of the Register of Interests of Members’ Secretaries and Research Assistants. The committee agreed the following guidance for Members on the issue of passes to their staff:

Members are entitled to apply for passes for up to three staff;

passes provide staff with privileged access to Parliament and to its facilities. A Member should apply for a pass only if such access is required on a regular basis for work directly related to that Member’s parliamentary business; and

full and appropriate disclosure of interests of all Members’ staff must be entered in the Register of Interests of Members’ Secretaries and Research Assistants.

Other issues will be considered by the Committee for Privileges and the Administration and Works Committee in the autumn.
