To ask Her Majesty's Government further to the Written Answer by Baroness Andrews on 23 January (WA 248) on multi-area agreements, whether Pennine Lancashire multi-area agreement number 137/PL3 will involve the potential removal of green belt designation. [HL3159]

Regional spatial strategies prepared by regional planning bodies set the framework for green-belt policy for each region, forming the context for local plan-making by local planning authorities. Any proposal to alter the detail of a green-belt boundary would have to be pursued through the plan-making process, and would be subject to robust public consultation and independent scrutiny. Boundaries can be changed only in exceptional circumstances. The policy is set out in planning policy guidance note 2, GreenBelts. Any proposal that were to arise from a multi-area agreement would be subject to this process.
