My Lords, before my noble friend Lord Bach rises to make his speech, I ought to advise the House that there are 44 Members on the speakers list for the Second Reading of the Coroners and Justice Bill today. I should advise noble Lords that if Back-Bench contributions were kept to no more than eight minutes, the House should rise not long after the target rising time of 10 pm.
