To ask Her Majesty's Government what assessment they have made of how the Ticketing and Settlement Agreement affects the ability of train operators to make flexible offers during the present economic climate. [HL4576]

No assessment had been made. The Ticketing and Settlement Agreement, an industry agreement owned and managed by train operators, permits train operators to react to market conditions and create flexible offers with the minimum of administrative burden through its temporary fares provisions.
