My Lords, immediately after the three opening speakers in the debate on the Address, I will repeat a Statement on the flooding in Cumbria. There are 45 speakers signed up for today’s debate. If Back-Bench contributions are kept to seven minutes, the House should be able to rise this evening at around the target rising time of 10 pm.
