To ask Her Majesty's Government in the light of statistics recently published by the Universities and Colleges Admissions Service showing an increase in applications for university places for the academic year 2010–11, whether they will discuss with the Higher Education Funding Council the level of financial sanctions for over-recruitment. [HL218]

In his grant letter to the Higher Education Funding Council for England (HEFCE) for 2009 the Secretary of State made clear that over-recruitment by universities could have consequences for the level of grant allocated to the council in future years. We will discuss this with HEFCE when more information comes available on 2009-10 enrolments.
