To ask Her Majesty's Government whether (a) solar panels, and (b) a small wind turbine, are considered by the Valuation Office Agency when assessing the capital value of a dwelling for a council tax valuation or revaluation. [HL2615]

Improvements made after a dwelling is first entered into a council tax valuation list are not taken into account unless and until a property is sold. If to be considered when (i) a dwelling is first entered into a list, (ii) following a sale or (iii) at a general revaluation of all dwellings, it is unlikely that (a) solar panels or (b) a small wind turbine would add significant value and hence are unlikely to result in a higher council tax band than would otherwise apply.
