asked the Minister of Transport whether he will amend the regulations covering the respective duties of pedestrians and motorists at pedestrian crossings, in view of the impossibility of motorists fulfilling the obligations imposed upon them during hours of darkness?

:I fully recognise the difficulties both of drivers and pedestrians at night in present conditions. My right hon. Friend the Home Secretary and I have the whole question of facilitating movement at night under urgent consideration, and I hope it may be possible to make an announcement on the subject very shortly.
