asked the Secretary of State for War whether he will make it clear to the responsible officers that vaccination of soldiers is not compulsory?

A man is not enlisted into the Regular Army on a normal engagement unless he consents to be vaccinated. Vaccination will not be compulsory in the case of other soldiers, and instructions have been issued to this effect.
