The prime responsibility for providing sites for gipsies is placed directly upon county councils and London borough councils. Exchequer capital grants are available for providing and equipping local authorities sites. The statistics show that steady progress is being maintained in the provision of new and expanded sites and in the reduction of unauthorised camping. My Department is in constant touch with local authorities about site provision.

Development control policy note 13 on large new stores, issued in 1977, gives general guidance to those concerned in the operation of planning control. I am considering whether a revision is needed in the light of views which I have received from the local authority associations and retailing interests.

Royal Docks (Development)

LDDC's draft development framework for the royal docks area contains a range of proposals for recreational facilities which will make extensive use of the wide expanses of water in the royals. An operational STOLport would restrict the sports that could be undertaken on water immediately surrounding the airport. The corporation anticipates, however, that the size of the water area available in the royals will mean that the STOLport will be entirely compatible with plans for a wide range of water-based activities.

All new leased buildings are surveyed before acquisition and attention is drawn in the survey reports to the presence of any asbestos based materials and appropriate recommendations made. Existing buildings have already been inspected to detect the presence of sprayed asbestos insulation and asbestos lagging and registers have been set up for such buildings giving the location of these materials together with all other asbestos based material known to be present. The condition of sprayed asbestos insulation and asbestos lagging is inspected by PSA inspectors at intervals not exceeding one year and other asbestos based materials at intervals not exceeding two years. In addition all premises are open to inspection at any time by factory inspectors under the control of the Health and Safety Executive.With regard to the disposal of buildings under my control, it is a requirement that PSA estate surveyors advise prospective purchasers of the presence of asbestos which is known to be a significant health hazard.

I have now received the report of the joint review committee on the control of Pollution (Special Waste) Regulations 1980. The committee has produced a very thorough report which will be of great assistance to the Government in considering future policy for the disposal of hazardous waste. Before considering what action may be necessary I intend to study the report carefully and seek the views of others interested in this area, particularly on those issues where alternative options are put forward in addition to agreed recommendations.The report is being published today and I am pleased to say that it is printed on recycled paper. A copy has been placed in the Library. I would like to take the opportunity to thank members of the committee for the time and effort it has given to its production.

I have been asked to reply.The two Departments work closely together, and consult before there is any grant aid to a land drainage or flood protection scheme to which there are unresolved environmental objections. The joint guidelines to water authorities and internal drainage boards are being reviewed: and both Departments will be considering responses to the recent consultation document on the "Financing and Administration of Land Drainage, Flood Protection and Coast Protection in England and Wales".

No comparable figure is available to indicate how many jobs were lost in non-assisted areas as a consequence of the policy during the period. No regional breakdown of this figure is available and there are no more comparable up-to-date estimates of regional industrial policy's cumulative impact on employment in the assisted areas.

[pursuant to her reply, 1 May 1985, c. 138]: An estimate would need to take account of the expenditure undertaken by Government in support of specific projects, and of the private sector expenditure involved; and would need to take account not only of new jobs, but also jobs safeguarded or the extent of lost jobs through reorganisation within firms, and of the way in which such jobs are sustained. All of this needs to be considered against the expectation of employment in the absence of a policy.No such estimates are therefore available.

Education And Science

Welsh Plant Breeding Station, Aberystwyth

The Agricultural and Food Research Council is an autonomous body under Royal Charter. Whilst general arrangements for the pay and conditions of service of the council's employees are subject to the approval of my right hon. Friend and the Treasury under the terms of that charter, the details of individual cases are matters for the council to determine. It is not the practice of my right hon. Friend to intervene.

I am glad to say that the vast majority of trade unions support the youth training scheme and are co-operating in its operation. A small number—such as the Union of Communication Workers, the National Graphical Association, the Society of Graphical and Allied Trades, the Society of Civil and Public Servants and the Civil and Public Servants Association—have either refused to accept the scheme or sought to impose conditions on their support. This has meant that some young people have been deprived of the full rage of training opportunities.

1. Pupils numbers are as at January in the relevant academic year.

2. The under fives and special school pupil numbers include those attending part-time. Such children are counted as only 0·5 for the purpose of calculating pupil-teacher ratios.

3. Participation rates for under fives express the number of children under five in nursery and primary schools, part-time or full-time, as a percentage of three and four year olds in the population.

4. The over school leaving age participation rate expresses the number of secondary pupils over school leaving age as a percentage of the 16 and 17 year old population.

5. The numbers of teachers given include all teaching staff, whether in school or not (e.g. because they are on courses of in-service training) and count part-time employees according to their full-time equivalence. The plans of the Skillcentre Training Agency and training division of the Manpower Services Commission provide for a sizeable increase in training both in quantity and in terms of its relevance to local labour market needs. Future Skillcentre operations will be an integral part of the overall training provision and there will be no closures in Wales until alternative training arrangements are available.

As I said in answer to my hon. Friend the Member for Ruislip-Northwood (Mr. Wilkinson) on 8 March, at column 638, my intention is to introduce regulations under the Consumer Safety Act 1978 establishing new maximum permissible temperatures for the fronts and sides of domestic gas and electric cookers below hot level. Discussions with industry, consumer and medical interests are continuing within the framework of the British Standards Institution. A number of technical questions are still outstanding, but progress is being made. I am now revising my original timetable, extending the six months period by one month, and I hope to have regulations ready in draft form in June.

The lead in petrol directive 85/210/EEC requires that lead-free fuel be generally available throughout the Community by 1 October 1989. The precise phasing-in arrangements for new cars have not yet been decided. The Commission proposed that all new type approvals from October 1989 and all new registrations from October 1991, should be capable of running on unleaded petrol. The Government consider that it would be sensible for the vehicle directive to enable member states to require all new cars with petrol engines registered from 1 October 1989 to be capable of running on unleaded petrol. In their forward planning the vehicles industry is already taking into account these proposals.

A large number of EEC Directives relevant to my Department are agreed each year, covering a wide and varied field. To provide the details requested would involve disproportionate cost. A report of technical harmonisation directives proposed, approved of or adopted under article 100 of the treaty of Rome is, however, published from time to time in British Business magazine, published by my Department, most recently on 16 March 1984 (amended on 29 June 1984). A report on the Community's company law harmonisation programme is also published bi-annually by this Department, most recently in January 1985. Both these reports provide appropriate references to the Official Journal of the European Communities. They are both available from the Library.

My right hon. Friend the Secretary of State for Trade and Industry announced on 25 March that he had given his consent to the sale of Yarrow Shipbuilders. He has now also given his consent to the sale of Brooke Marine Ltd. to a management consortium. The sale proceeds are £100,000 plus 1 per cent. of moneys received from customers in respect of both certain specified potential export contracts gained within three years of sale and any other significant contracts obtained by the company within one year of sale. British Shipbuilders has agreed to make a partial contribution towards the cost of a limited number of future redundancies, should these arise within one year of sale. Brooke Marine made a loss of £1·24 million in 1983–84 and is expected to make a loss in the year ended 31 March 1985.

The airline defendants are seeking to negotiate a settlement of the litigation against them and it would not be appropriate for me to comment on the progress of those negotiations. It remains, however, the Government's intention to privatise British Airways as soon as practicable.

(a) This table excludes expenditure which may benefit farmers but where the value to them is not shown by the expenditure (e.g. expenditure on animal disease or on research, advice and education). It also excludes most expenditure on agriculture in Northern Ireland, borne on the Northern Ireland Consolidated Fund. It does, however, include some expenditure which benefits consumers and trade interests rather than producers. The administrative arrangements for the supplementary levy place much of the responsibility on the purchasers of milk who are required by Commission Regulation 1371/84 to hold at the disposal of authorities in member states records covering the previous three years, showing on a quarterly basis for each producer:

  • (i) name and address;
  • (ii) quantities of milk purchased during the quarter concerned and during the corresponding quarters of the reference year adopted by the Member State;
  • (iii) quarterly quota;
  • (iv) quantities of milk or milk equivalent purchased during the quarter which are over quota.
  • Member states are not required to aggregate these records nationally. The Regulation also requires member states to adopt appropriate measures to ensure collection of levy, including inspection measures and to ensure that those concerned are aware of the sanctions for non-compliance.Dairies purchasing milk would normally have records of their supplying producers and the volume of purchases.Our inquiries on the situation in other member states indicate that in Belgium there are numerous dairy co-operatives who account for almost all production and have adequate records. In Denmark the milk committee of the Danish Dairy Federation is in a position to prepare a list of producers sending milk to the dairy co-operatives. In France each purchasing dairy maintains records on a daily basis of producers' deliveries and these are liable to periodic inspection by the French intervention agency. In Germany the records held by dairies would be subject to inspection by the Lander authorities. In Ireland lists of producers are generally held by the co-operatives. In Luxembourg the purchasing dairies have good records. In the Netherlands full records are held by the commodity boards for dairying and have already been used for making checks. In Italy a census of all milk producers has been carried out. In Greece administrative arrangements are being introduced but production is in any case well below quota. We have had no reports suggesting that the lack of centrally held records creates difficulties for administration through the purchasers of milk.The Commission is examining the measures taken by member states to verify that the Community regulations have been respected. It has available powers to penalise member states which fail to implement the arrangements and has already made use of them. Moreover the Commission has said that it will be making use of the provisions available to it which enable their officials to carry out inspections in the Member States. In making their inspections they have the right to examine relevant documents to ensure that administrative and financial arrangements have been correctly carried out.

    Ec Fisheries Inspectorate

    The first of the the new prisons in the programme to be completed received its first inmates in February. In addition we are undertaking a substantial programme of repair, modernisation and redevelopment of the existing prison estate. The building programme remains on course to end overcrowding by the end of this decade.

The possible use of the islands by drug traffickers is a matter for the islands' authorities, but at their request their police forces are inspected regularly by Her Majesty's Inspectorate of Constabulary who are satisfied that suitable precautions are taken to prevent the illegal importation of drugs. There is also close liaison and co-operation between Her Majesty's Customs and Excise and the enforcement agencies in the Islands.

    In negotiations on increases in the pay of chief police officers, the Police Negotiating Board has been guided by the report of the Edmund-Davies Committee, published in July 1978, which recommended that the pay of police officers above the rank of chief superintendent should be updated annually by reference both to movements in the average earnings index during the previous 12 months and to changes elsewhere in the community. Last year, the board undertook a joint review of the pay of chief police officers, including an element of job evaluation. The findings of the review were taken into account by the board in negotiating increases in the pay of chief police officers with effect from 1 September 1984, which my right hon. and learned Friend recently approved.

The figure of "at least" £21·488 million used by the Scottish Committee of Action on Smoking and Health is a reasonable estimate of the inpatient costs attributable to smoking on certain assumptions.I attach importance to ensuring that no one smokes without being aware of the health hazards involved; and the key to our strategy is the promotion of health education. In addition to negotiation of voluntary agreements with the industry, other Government initiatives have included the issue of guidelines to retailers to prevent the illegal sale of cigarettes to children and the issue of leaflets to schools showing recent research facts about under-age smoking.

    We continue to support the integrated programme for commodities (IPC) adopted by the United Nations Conference on Trade and Development at its fourth session in 1976.Either in its own right, or as part of the European Community, the United Kingdom is a member of all existing international commodity agreements set up under the IPC. These comprise agreements for tin, coffee, cocoa and rubber which are designed to stabilise prices—the last two are soon to expire and are currently being renegotiated—and two "other measures" agreements, for jute and tropical timber, which are largely concerned with research and development. As a member of the Community, we also belong to agreements covering wheat and olive oil designed to improve market conditions by consultation between producers and consumers. The Community is a member, too, of a purely administrative agreement for sugar. The United Kingdom ratified the common fund for commodities, another element of the IPC, in 1981.We continue to work to ensure that these commodity agreements operate as effectively as possible, and are participating constructively in international work to establish the scope for new agreements or other arrangements for the IPC commodities on a commodity by commodity basis. We support the conclusion of new agreements where they are feasible, cost-effective and beneficial to both producers and consumers alike.

    Mr. Shiner was released from detention conditionally on bail in Egypt on 23 February 1985 following an application by his lawyer to the Egyptian courts. Mr. Shiner was originally detained on 17 November for questioning by Egyptian police in connection with an alleged plot to assassinate a Libyan exile. He was due to leave Egypt on 30 April under a deportation order. His departure has been delayed and we have asked the Egyptian authorities the reason for this delay.
