To ask the Chancellor of the Exchequer if he will estimate the tax revenues likely to be raised as a consequence of the treatment for income tax purposes of all capital gains accruing to individuals as income. (301502)

Due to the difficulties of assessing the large behavioural responses, which would result from a change of this kind, a reliable estimate can be determined only at disproportionate cost.
