To ask the Secretary of State for the Home Department what the average number of (a) GCSEs, (b) GNVQs, (c) NVQs, (d) AS levels, (e) A-levels and (f) all qualifications held by (i) young adult and (ii) juvenile offenders was (A) upon entering secure accommodation and (B) when released from secure accommodation in each year since 1997; and if he will make a statement.
