To ask the Secretary of State forHealth what her Department’s assessment is of the effectiveness of fiscal incentives in changing consumer behaviour; and in what ways fiscal mechanisms may be used to change people’s behaviour.

All matters relating to tax are, of course, a matter for my right hon. Friend the Chancellor of the Exchequer. He will take all relevant factors into consideration when making decisions in the Budget.
