Buildings: Carbon Emissions

To ask the Secretary of State for Communities and Local Government if she will make a statement on (a) the ruling of the European Court of Justice in relation to the use of on-site power generation through energy service companies and (b) the implications of the ruling for the Government’s strategy on zero-carbon buildings.
