Jim Fitzpatrick [holding answer 3 November 2008]: There are no legislative proposals to include cats within the provision of section 170 of the Road Traffic Act 1988 which requires a driver to report accidents involving animals such as horses, cattle, asses, mules, sheep, pigs, goats and dogs. This requirement arises from their status as working animals. There is no obligation to report all animal deaths on roads. The police advise drivers that, if possible, they should make inquiries to ascertain the owner of the cat and advise them of the situation.
