Ian Pearson The Central Rating Lists contain network properties such as the gas networks and the water supply companies, these hereditaments cover large areas and numerous administrative boundaries. Under s.53 Local Government Finance Act 1988 the Secretary of State and National Assembly for Wales designate which persons and what types of their property shall appear in the Central Lists. They will have regard to all relevant matters which may include the nature, use, size and geographical spread of the property when considering whether to designate a person on the central rating list.
