European Monetary System Mr. Tim Smith asked the Chancellor of the Exchequer if, in addition to his memorandum explaining the technicalities of the European monetary system, he will publish a paper setting out the broader economic implications of United Kingdom membership and non-membership and the estimated consequences in each case for inflation, employment, output and the exchange rate. Mr. Healey I propose to publish a Green Paper setting out the Government's approach in advance of the debate on the European monetary system which will be held later this month. Mr. Kenneth Clarke asked the Chancellor of the Exchequer whether the EEC Council of Finance Ministers, at their meeting on Monday 20th November, will have before them the complete and final reports of the monetary committee and the committee of the governors of the central banks on the European monetary system (EMS) or whether there are further reports to be prepared that will have to be considered at any later meeting.
