Cannabis Offences (Fines)

asked the Chancellor of the Exchequer, pursuant to the answer of 27 July, whether, in advance of the proposed system of offering to compound proceedings for certain offences involving 10 grammes or less of cannabis, any on-the-spot fines have been imposed.
