Training And Enterprise Councils Mr. Leighton To ask the Secretary of State for Employment if he will list the ways by which training and enterprise councils are accountable to Parliament. Mr. Jackson I refer the hon. Member to the reply I gave on 24 July, Official Report column 613. Mr. McLeish To ask the Secretary of State for Employment if he will publish in the form of the requirement set out in the training and enterprise council operating agreement the number of youth training starts and the number of youth training trainees in training at the end of the four-weekly period as set out in the schedule of management information (a) for the period covering January 1991 and (b) for each training and enterprise council. Mr. Jackson Reliable training and enterprise council level information is available only from April 1991. Mr. McLeish To ask the Secretary of State for Employment what was the result of the findings of the recent audit of five TECs as regards the issue of new guidelines about operating surpluses and their use. Mr. Jackson The audit of the first five training and enteprise councils was not concerned in particular with the use of operating surpluses. The TEC contract states clearly that any operating surpluses will be used by the TEC to further the aims of its corporate and business plan.
