asked the Secretary of State for Scotland why all the lights in New St. Andrews House are switched on at 5 a.m. and left on all day thereafter.

The lights in New St. Andrew's House are switched on at 5 a.m. for the cleaners. Control work which will enable the staff to make more economical use of the lighting banks throughout the day is not yet completed. This should be achieved fairly soon.
