Draft Rate Rebates (Limits Of Income) (Scotland) Order 1971 LORD MOWBRAY AND STOURTON My Lords, I beg to move that the Draft Rate Rebates (Limits of Income) (Scotland) Order 1971 be approved. In Scotland, the rating year is different from that in England and Wales and in consequence they have different income assessment periods. This explains the different date of coming into operation of the Scottish Draft Order. With those few words I commend this Order to your Lordships. LORD GARNSWORTHY My Lords, from this side this Order, too, is welcomed, in that it makes some allowance for inflation which has occurred and continues. Apart from the different dates, the Order achieves the same results as the Order we have just approved. It might, however, be of interest to note that according to the Allen Committee, which sat in 1965, rates, as a percentage of disposable income, were higher in Scotland than in England and Wales, ranging from 2·6 per cent. for those with £30 a week to 7·9 per cent. for those with £6 to £10 a week and no less than 9·8 per cent. for those with not more than £6 a week. We shall not oppose the Order. On Question, Motion agreed to.
