Benefit Entitlement Mr. Meacher asked the Secretary of State for Social Services if the supplementary benefit capital limit of £3,000 is to be frozen until 1987. Mr. Newton We have at present no plans to change the £3,000 capital limit for supplementary benefit. Mr. Meacher asked the Secretary of State for Social Services under the proposals in Cmnd. 9518, "Reform of Social Security," what benefit entitlement the under 25-year-olds will have if (a) they are married or cohabit and (b) they have children or a child; and whether special rates for the under 25-year-olds apply to those who are incapable of work as well as the unemployed. Mr. Newton Claimants aged under 25 who are married, or who are living together, would receive a separate rate of benefit for married couples under 25. Those under 25 who have children and those who are incapable of work would be eligible for premium rates of benefit on the same basis as other claimants.
