The Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office (Mr David Lidington) The Smith Commission was clear that the Scottish Government should work with the Scottish Parliament, civic Scotland and local authorities to develop ways in which greater devolution within Scotland could be provided. Bill Grant I thank my right hon. Friend for that response. Does he agree that local authorities are best placed to deliver local services, rather than taking a centralised approach? Mr Lidington I think that that is right. For example, it will be very important to involve local authorities in my hon. Friend’s constituency and in neighbouring constituencies in taking forward our ambitious proposals for an Ayrshire growth deal.
