Mental Deficiency Bill 39. Captain O'NEILL asked whether the right hon. Gentleman will during this Session introduce a Mental Deficiency Bill applicable to Ireland, in view of the fact that a separate Bill has been promised for Scotland? Mr. RUSSELL I am not in a position to give any undertaking on the subject. Captain O'NEILL How can the right hon. Gentleman justify that course in the case of a part of the United Kingdom which most needs a Bill to deal with the mentally deficient when England and Scotland are going to be dealt with?
