Bills. Read a second time:—Church Vestries: Vacations Sittings.

Petitions presented. By Mr. W. S. O'BRIEN, from the Apothecaries Company, Dublin, against parts of the Medical Charities Bill.

Bishop of Sodor and Man

complained that this bill had been framed in contravention of the resolutions adopted by the House two years ago, and that no explanation had been given why those resolutions should be departed from. In the absence of that explanation, he should move, that the bill be read a third time that day three months.

said, that the circumstances which had led to the introduction of this bill had been fully considered by the Ecclesiastical Commissioners, who deemed it advisable to support the bill which had been brought into the other House by the Earl of Ripon. He regretted that the state of public business in this House had not afforded an opportunity for having the merits of the bill more fully explained and discussed; but from communications which he had received, he was enabled to state, that the passing of the bill would be satisfactory to the residents in the old see of Carlisle, as well as to the inhabitants of the Isle of Man. He therefore asked the House to agree to the motion.

The House divided on the original motion:—Ayes 69; Noes 5: Majority 74.
