On Clause 35 being proposed,

moved an amendment with the view of assessing the rates, not on the houses alone of the district, but all the various property.

opposed the amendment. The committee up-stairs had adopted the principle of the Bill, as the best that could be devised; and he hoped the Committee would not now depart from it.

The Committee divided on the original question;—Ayes 54; Noes 45: Majority 9.
