GERMAN POSSESSIONS SEIZED BY BRITISH AND DOMINION FORCES.
STATEMENT BY PRIME MINISTER.
asked the Prime Minister in whom is vested the control of the various German possesions taken over by the British and Dominion Forces and our Allies during the War; what is the number of Germans in those territories, and are they now interned?
On behalf of His Majesty the Government of the Union of South Africa are administering German South-West Africa, the Government of the Commonwealth of Australia are administering German New Guinea, the Government of New Zealand are administering Samoa, and Togoland is provisionally divided into two spheres administered respectively by a military officer of the French and Gold Coast Governments. Tsing-Tao is being administered by the Japanese. I am unable to furnish the information asked for in the last part of the question.
GOLD COIN AND BULLION.
asked Mr. Chancellor of the Exchequer when he intends to earmark additional gold coin and bullion; and to what amount against the issue of currency notes for £97,525,099 and of certificates for £5,600,000?
I do not think the present is a propitious moment to consider this question.

Except in the cases marked * officers are provided with quarters, fuel and light, or receive appropriate allowances in lieu.
In the cases marked * the pay is subject to a deduction if public quarters are occupied.
Except in the case of those officers marked * who are employed at home, field allowance is issuable in certain circumstances.
Colonial allowance is issuable at certain stations abroad when the cost of living is unusually high, but not in France or the Dardanelles.
ARMY SERVICE CORPS (PACKERS AND LOADERS).
asked the Financial Secretary to the War Office if he is aware that a number of men in the packers' and loaders' section of the Army Service Corps who enlisted in March and April last were informed that their pay would be 1s. 8d. per day whilst in England and 3s. per day when overseas; that such men in France are not receiving the extra pay and have applied to the commanding officer and have also petitioned the War Office without success; and if he will state whether it is the intention of the War Office to fulfil the promise made?
I can add nothing to my replies to the hon. Member on the 16th November last and to the hon. Member for Deptford on the 2nd December.
CENTRAL CONTROL BOARD (LIQUOR TRAFFIC).
asked the Minister of Munitions if he will state the names of the individuals who were invited by the Central Control Board to attend the conference held in Manchester on the 23rd November last, together with the office they represent, showing those who attended and gave evidence, and when the invitations were issued?
Between 300 and 400 persons were invited to the conference at Manchester, which has been described in certain quarters as a secret inquiry. It is not possible to give within the limits of an answer the names of all the persons invited, but they included representatives of the military authorities, of the local civil authorities, and of the leading employers and trades councils within the area of the inquiry. The invitations were issued on the 13th November and the following days.
ADMIRALTY TRANSPORTS (FIREMEN).
asked the Secretary to the Admiralty whether, seeing that powers were conferred on him in June last, under the Defence of the Realm Act, to proceed against any ships' firemen who came aboard any Admiralty transports the worse for drink, he will state the number of cases taken into Court in the Metropolitan area between the 1st of June last year and the 1st October last year?
The Admiralty does not possess the information, as in many cases the prosecution is carried out by the shipowners.
WOMEN IN WOOLCOMBING SHEDS.
asked the Home Secretary if any application has been made to him for permission to employ women in wool-combing sheds on the night turn; and whether, before committing himself in favour of the proposal referred to, he will consult the representatives of the wool-combers' trade union and ascertain from them the serious nature of their objections to the employment of women on the night turn in woolcombing sheds?
Applications to this effect have been received from two or three firms in the worsted industry. The matter is urgent, as the supplies for the Army and for export are seriously affected by the shortage of male labour; but I will take steps, before a decision is arrived at, to see that the representatives of the union are consulted and any objections ascertained and considered.
LICENSING PROSECUTION.
asked the Home Secretary whether he is aware that in the borough of Islington during Christmas week two officials of a slate and loan club who were balancing accounts with a publican who was treasurer of the club were arrested for being on licensed premises at an unlawful hour, despite the fact that no beer was being consumed, and that these men were put to the trouble of an adjourned prosecution to prove their innocence; whether he will have the circumstances of the case thoroughly investigated and the conduct of the officer properly censured; and whether he will consider the advisability of reasonably compensating the men for the trouble they were put to, and in addition circularise the officers of the Metropolitan Police force that they are to exercise discretion with a discrimination in favour of the suspected person in all cases where it is proposed to take proceedings under the Orders of the Central Control Board (Liquor Traffic)?
The proceedings in this case were taken under the Licensing (Consolidation) Act, 1910, and not under any Order of the Central Control Board. The men were found in the bar of the public-house during the hours prohibited by the Statute in circumstances which fully justified the police in taking proceedings.
FREIGHT CHARGES.
asked the President of the Board of Trade (1) whether a large number of British vessels are available; and, if so, whether steps will be taken to commandeer a sufficient number of steamers to carry food-stuffs from the Argentine, Canadian, and American ports; whether he is aware that this proceeding would reduce freights and also lower the price of meat and corn to consumers in Great Britain and Ireland; and (2) whether he is aware that a vessel of 5,000 tons is liable to pay £31,000 freight from Portland, Oregon, to Dublin; and whether he can suggest any arrangement tending to reduce freight charges?
The increase in freights, which is due mainly to the scarcity of tonnage, is a question which has been and is being very carefully considered by the Government, and such measures as appeared possible have been taken. A number of ships have already been requisitioned to bring supplies of food-stuffs to this country.
TRADE FOR ENEMIES' BENEFIT.
asked the President of the Board of Trade whether he will publish the list of firms trading in this country influenced by German capital of which the Public Trustee has official cognisance as supervisor or in any other official capacity, in order that the public may be made aware of the character of the firms with whom they deal?
As at present advised I do not propose to publish a list of firms with German capital, but legislation will shortly be introduced to confer further powers upon the Board of Trade to take steps in suitable cases to prevent the continuance of businesses carried on for the benefit of enemies.
SPIRITS EXPORTED TO NEUTRAL COUNTRIES.
asked the President of the Board of Trade if he will grant a Return of the quantity of spirits exported to Norway, Sweden, Denmark, and Holland for each month in 1914 and 1915?
I am prepared to grant such a Return if my hon. Friend will move for it.
Brewery Statistics.
asked the Chancellor of the Exchequer whether he will state the number of barrels of beer manufactured in the United Kingdom upon which duty has been paid in each month since the increased duty was imposed in November, 1914; the number of barrels of beer manufactured and duty paid in the corresponding months of the years 1913–14; and whether he will state the quantity of spirits taken out of bond in each month of the same periods in the years 1913–14–15?

asked the Chief Secretary for Ireland if he is aware that Canon Brennan, P.P., Rathdowney, at the request of Lord Castletown's agent, Major Hamilton, prepared and lodged a scheme with the Land Commission for the division amongst the tenants of the estate of part of Lord Castletown's lands at Lisduff, Queen's County; if he is aware that the Land Commissioners' inspector visited the lands, reported in favour of the scheme, and the Land Commission approved of and sanctioned the scheme; if he is aware that Lord Castletown now refuses to proceed with the scheme notwithstanding his pledge to his tenants and Canon Brennan, and is attempting to induce the Commissioners to adopt another scheme absolutely at variance with that previously sanctioned, which new proposal contemplates dividing the lands amongst four persons, one of whom, a non-tenant, already holds 150 acres of land; and whether the Land Commission will, in the event of Lord Castletown persisting in his refusal to proceed with the scheme sanctioned by them, compel Lord Castletown to work the said lands subject to the statutory conditions binding on every tenant purchaser in Ireland, and refuse to allow him to sub-let to or sub-divide the lands amongst any persons other than the tenants included in the scheme sanctioned by the Land Commission?
I am, informed that in the case referred to Lord Castletown is the registered owner of certain lands at Lis-duff, in Queen's County, comprising 1,196 acres, 1 rood, 2 perches, a considerable portion of which is timber, all being subject to a land purchase annuity, such lands having been repurchased by him under the provisions of Section 3 of the Irish Land Act, 1903. These lands are subject to the statutory restrictions respecting sub-division without the consent of the Land Commission. More than a year ago Lord Castletown, in the interest of several tenants and adjoining tenant-purchasers, whose claims were put forward by the Rev. Canon Brennan, of Rath-downey, submitted a scheme for the subdivision of these lands, with a view of giving additional land to the extent of 511 acres, 1 rood, 38 perches, to sixty of such persons, leaving 684 acres, 3 roods, 4 perches in his own hands, including the timber. The scheme received the approval of the Commissioners, and is now on the verge of completion.
Subsequently Lord Castletown sought permission to make a further division of the land remaining in his hands, so as to provide holdings on part of it for four other persons, but the Commissioners refused their consent to this proposal. Afterwards the Rev. Canon Brennan and others proposed, with the agent's concurrence, an alternative scheme for the further division of such land amongst persons in whom they were interested. The Commissioners approved of this scheme in principle, provided it was properly put forward in detail by Lord Castletown, as owner. No such scheme has yet been put forward by Lord Castletown, and there is no scheme at present before the Land Commission for the further division of the lands.
Lord Castletown is the registered owner of the lands in question, and the Land Commission has no power to compel him to divide those lands amongst any persons or class of persons, and as there is not any application for the further division of the lands at present before the Commissioners, they cannot anticipate their ruling upon any application which may eventually come before them from Lord Castletown.
Chlorine Gas and Vivisection.
asked the Home Secretary at what date or dates the experiments upon living animals with chlorine gas alluded to by Mr. Leonard Hill were performed; when and where and by whom was the dog mentioned by Mr. Hill as experimentally poisoned by us so experimented upon; under what licence or certificate was such experimnt performed; whether Mr. Hill himself holds a licence and certificates, one or both, under the Cruelty to Animals Act, 1876, and, if so, what is the date or dates of such licence and certificates, respectively; and what are the names of the President of the Royal Society and the Professor of Physiology, London University, respectively, who signed the certificates authorising the experiments in question?
The experiments upon living animals with chlorine gas by Dr. Flack were performed between 2nd July and 22nd July, 1915. The experiment on the dog mentioned in the question was performed by Dr. Kuno, at University College. It was performed on 26th July, 1915, under licence alone; no certificate was required, as the animal was anaesthetised during the whole of the experiment. Mr. Hill holds a licence, which was granted on 8th January, 1891, and a Certificate C, which was given in January, 1904. Dr. Flack's certificate was duly signed by the President of the Royal Society and the Professor of Physiology in the London University. I do not think any useful purpose would be served by giving the names.
Metropolitan Police.
asked the Home Secretary whether, in considering the case of Peter M'Anany, a pensioned police constable of the Metropolitan Police, he was aware that, since he was last certified as not physically fit for police duty, he has been examined by a specialist at the University College Hospital, who has certified him fit for police duty; and whether he is prepared to take any action in the case?
I am aware of the certificate referred to, which is not incompatible with the opinion formed by the police medical advisers. I am not prepared to take action in this case.
National Insurance Act (Employers' Contributions).
asked the Comptroller of the Household, as representing the National Health Insurance Commissioners, whether he can state the amount of contributions received from employers each year since the commencement of the National Insurance Act, 1911, under Section 48, Sub-section (6); to what Department are the contributions paid; whether any check is in operation to secure that full payments are being made; and, if not, whether the Department receiving the amounts relies entirely on the integrity of the shipowner presenting the account?
The total amount of the contributions paid under Section 48 (3) of the National Insurance Act, 1911, for the period from the 15th July, 1912, to the 12th January, 1913, and for the years 1913, 1914, and 1915, respectively, is approximately £787, £13,900, £15,300, and £19,100. The contributions are payable to the Insurance Commissioners. The returns rendered by the shipowners are checked when necessary by reference to the agreement.
