Questions
Maryborough Convict Prison (Officers' Allowance)
asked the Chief Secretary for Ireland if the Government has come to any decision with regard to the allowance of 3s. to the Marlborough staff, seeing that this is conceded to the prison staffs in convict prisons in England and Wales and Scotland and that a promise was made in this House on 11th April, 1916, to assimilate the rates of pay of the Irish prison staff with corresponding grades in England?
The introduction of the new scales of salaries for Irish prison officers which took effect as from 1st April, 1919, involved the withdrawal of the special allowance previously paid to the subordinate officers of the convict prison at Maryborough. I understand that a small weekly allowance has been granted to the officers of the English and Scottish convict prisons, as a compensation for the inconvenience caused by the remote localities in which these prisons are situated. No reason is seen, however, to differentiate service at Maryborough convict prison from service at Irish local prisons on these grounds.
Parkhurst Prison (Warder's Death)
asked the Home Secretary if the Government has arrived at a decision regarding the case of Mrs. Harper, whose husband apparently died as a result of injuries sustained in a struggle with a refractory convict; and if, in view of the necessitous circumstances of the widow, he will expedite the inquiries?
I regret that I am as yet unable to add to the reply which I gave to my noble friend on this matter on the 14th ultimo.
Army Chaplains, India (Allowances)
asked the Secretary of State for India, whether chaplains on the Indian establishment who have been serving overseas were refused outfit allowance when ordered on field service, have not yet been paid their war gratuity, and have been obliged to refund their Army of Occupation allowance; whether and when these grievances can be redressed; and whether he is aware of the extreme difficulty for married chaplains of any such delay?
As regards outfit allowance I would refer the honourable and gallant Member to the answer given to the hon. and gallant Member for Melton (Col. Yate) on the 16th February, of which I will send him a copy. The issue of gratuities was sanctioned three weeks ago, and I am not aware that there has been any delay in giving effect to the orders. Army of Occupation Allowance is not admissible to those who, like chaplains on the Indian Ecclesiastical Establishment, are in receipt of civil rates of pay. I am, however, in communication with the Government of India as to whether these chaplains can elect to draw Army chaplains' rates of pay with Army of Occupation Bonus and other allowances, if those rates should prove to be more to their advantage than the civil rate of pay drawn.
North-East Coast (Committee of Traders)
asked the Minister of Transport whether he would favour the formation of a committee of traders repre- senting the pig-iron makers, steelmakers, shipbuilders, engineers, and timber merchants on the North-East Coast to collaborate with the North Eastern Railway Company regarding the serious difficulties of railway transport in that district?
I think the formation of such a Committee would be helpful, and I suggested this to the North East Coast steel makers and to the North-Eastern Railway Company at a meeting held with them on the 21st April. A letter was, however, received from the North East Coast Area Steel Makers' Committee on the 30th April expressing the opinion that such a Committee would not be productive of any good. I am glad the question is being revived.
Express Passenger Trains (London to Aberdeen)
asked the Minister of Transport whether he is prepared to order the resumption of express passenger trains from London, King's Cross, by the East Coast route to Fifeshire and Dundee as it was before the war, by causing the London to Aberdeen express to stop at Dundee and at certain stations in Fife?
The through expresses from King's Cross to Aberdeen are scheduled in the current time-tables to stop at Dundee (Tay Bridge). If the hon. and gallant Member will indicate to which stations in Fife his question refers I will have enquiry made.
War Loans (Depreciation Fund)
asked the Chancellor of the Exchequer how much of the £9,243,861 16s. 6d. balance of the 4 per cent. and 5 per cent. depreciation funds on 17th March last belongs to the 4 per cent. stock and how much of that 4 per cent. stock has been bought since 24th February, when the price for the first time recently fell below par, and which since that period has fallen to below 93; what policy is adopted with regard to purchasing after an accumulation of the fund has been made during higher prices when a fall occurs below the issue price; whether the purchase of the monthly amount and a sum of less than a million out of a ten million accumulation is in accordance with the intention of the prospectus in forming a fund to provide against depreciation in the market price, this amount of one million being spread over five months and a fall to 7½ below the issue price, which is now 95 and was recently 87½; and, if such a fall does not justify a larger rate of purchase, what fall would he consider necessary to justify the using of double the monthly amount available, as such an amount would use up the fund in four months.
The Prospectus and Regulations do not prescribe the proportion in which the Depreciation Fund is to be applied to the purchase of the two issues respectively. No purchase of the 4 per cent. Stock has been made since the 25th February, as there has not been the same pressure to sell as in the case of the 5 per cent. Loan. The policy is to use, from time to time, so much of the accumulations as will have the best effect in supporting the price. The amount of the accumulated balance applied up to the 31st March, 1920, was about £1,400,000. The Government consider that what has been done is fully in accordance with the intention stated in the Prospectus. If the whole of the balance were indiscriminately spent in a short period, irrespective of the amount of stock offering, etc., such application would no doubt raise the price exceptionally for that period, but would not prevent its falling again in altered conditions to the same extent as if none of the balance had been so spent.
Trawling, Moray Firth
asked the Secretary for Scotland, if his attention has been drawn to the breaches by trawlers of the regulations regarding fishing in the Moray Firth; and if he will give directions that the greatest stringency be exercised in the detecting and bringing to justice of offenders?
I am informed that there have recently been cases of illegal trawling in the Moray Firth and that a number of convictions have been secured. The Firth has been regularly patrolled by the cruisers of the Fishery Board for Scotland, and in addition a Naval vessel has recently taken up duty in the area. Every effort will continue to be made to detect offenders.
asked the Secretary for Scotland, whether he can see his way to recommend that steps be taken to reopen the North Sea Convention, so far as it relates to fishing in the Moray Firth, with a view to this area being entirely debarred from fishing by trawlers?
The North Sea Convention is a general measure agreed to without reference to particular waters and I am not sure that the best method of approaching the difficult question referred to by the hon. Baronet is by way of re-opening its provisions. I am, however, considering in consultation with the other departments interested whether any action can usefully be taken in the matter.
Efficiency Medal
asked the Secretary of State for War if he is aware that an officer who was demobilised as C2, and in receipt of disability pension, and under such debarred from joining the Territorial Force, is not allowed under Army Order 322 of 1919 to enjoy the honour of having the Territorial Force efficiency medal because he cannot re-enlist within three months of relinquishing such commission; and, seeing that in one case the soldier had done six years pre-war service and two years in the War, and had accepted a commission to help the Army and nation, if he is prepared to give a case like this favourable consideration, especially seeing that if he had refused the commission the medal would have been granted?
Army Order 322, of 1919, provides that, in the case of men commissioned after service in the ranks of the Territorial Force during the War, who relinquish their commissions owing to wounds or sickness contracted on service during the War, they will be allowed to count their commissioned service as qualifying service for the award of the Medal. If they were serving in the Territorial Force, and embodied at the beginning of the War, and signed the Imperial Service obligation before 11th November, 1918, they may count such commissioned service double. They cannot be considered for the award, however, until they have been gazetted out as relinquishing their commissions. If the hon. Member will furnish me with further particulars of the case he has in mind, I shall be glad to look into the matter and inform him of the result.
Territorial Army (Brigade Commanders)
asked the Secretary of State for War and Air if he will state what are the names of the commanders of Territorial Army brigades already appointed; and what active command of troops in the field was held by those officers during the War, stating the unit or force commanded, and for what period?

Waltham Abbey Munitions Factory
asked the Parliamentary Secretary to the Ministry of Munitions if he can state what is to be the future of His Majesty's factories at Waltham Abbey; and, if it his intention to close them down as cordite factories, will he recommend them being turned into national factories to produce machinery which the world is asking for and demanding to-day?
