I do not think that the hon. Member's proposal is practicable.

I presume my hon. Friend is alluding to the Juvenile Unemployment Centres. In that case, I would refer him to my right hon. Friend the Minister of Labour.

asked the President of the Board of Education whether he has considered the appeal of the National Union of School Teachers for a readjustment of the scale under which a certificated teacher is recognised as qualified to take a class of 60 scholars and an uncertificated a class of 35; and, if so, whether any modification of this ratio will be sanctioned?

I assume my hon. and learned Friend is referring to the table appended to Article 12 ( a ) of the Code, which contains a scale for determining whether the staff of a school or department does or does not, in the aggregate, fall below the minimum strength required for the numbers in average attendance. The Article does not expressly, or by implication, prescribe the size of the class which a certificated or uncertificated teacher is qualified to teach. I have explained this to representatives of the National Union of School Teachers, and I am not prepared to alter the Article.
