State Pensions

(in fulfilment of the promise given in his answer to Sir Grattan Doyle on 1st May last [OFFICIAL REPORT, col. 1813, Vol. 172]), publishes the following:I am informed that the number of Members of Parliament in receipt of State pensions in respect of past services in the Forces or in the Civil Service is 22. The annual charge is £9,453.

Unemployment Relief Schemes (Inundations)

asked the Prime Minister whether, among the proposals now being considered by the Government for the relief of unemployment, he will consider the investigation and execution of works intended to minimise the disastrous inundations to which this country is increasingly subject; and, if not, whether he will devote attention to the matter?

I have been asked to reply. The unemployment relief schemes in respect of land drainage which have been carried out at the instance of the Ministry during the past three winters, and which are to be continued next autumn, have undoubtedly tended to minimise not only flooding in inland areas, but also inundations from the sea, notably on the East and South coasts. Apart from this, however, since the passing of the Land Drainage Act, 1918, the Ministry has endeavoured, by the establishment of competent authorities, to secure the improvement of the rivers of the country, so as to minimise, as far as is possible, the effect of inundations such as that which recently occurred in Worcestershire.

Germany

League Of Nations

asked the Prime Minister whether Germany has shown any desire at any time to enter the League of Nations; whether there is any reason to believe an invitation at the present moment by the League to do so would be accepted; and whether the British representative to the League, will he instructed to press that such invitation be sent?

Germany has hitherto made no formal application to enter the League of Nations. The procedure is that nations desirous of becoming members of the League make an application to that body to that effect. The League does not invite nations to become members. The last part of the question does not therefore arise, but His Majesty's Government are certainly in favour of the admission of Germany to the League at the earliest possible moment and would welcome her application for admission.

Armaments

asked the Prime Minister whether the Government is satisfied that Germany is both in the spirit and in the letter observing the stipulations of the Treaty of Versailles with respect to her permitted armaments?

In the present state of the negotiations with Germany on the subject of the operations of the Inter-Allied Commission of Control I am not in a position to reply directly to this question. I can only say that the matter is receiving close and constant attention with a view to securing the due observance by Germany of the obligations referred to.

Occupied Territories (Deportations)

asked the Secretary of State for Foreign Affairs the present number of German citizens who have been deported from the territories occupied by the Allies and the number who have, been allowed to return?

According to the latest figures in my possession the number of German citizens expelled from ocupied territories totalled 39,438. Of this number up to date 7,300 have returned. These figures do not include the families of the deportees in either case, nor do they include the Ruhr.

Advertisement Hoardings

asked the Minister of Health whether he has received representations from municipal councils or others that the increasing number of hoardings erected for the purpose of bill-posting threatens to have a damaging effect on rateable values; and, if so, whether he. intendts to ask for legislative powers to deal with this matter?

I would refer the hon. Member to the reply given on the 26th ultimo to the hon. Member for South-East Essex (Mr. Hoffman).

Registrars, Tottenham And Wood Green

asked the Minister of Health whether the Registrars of Births and Deaths for the sub-districts of East and West Tottenham and Wood Green, respectively, were required on appointment to give a written undertaking that they would devote the whole of their time to the duties of the office; whether he is aware that, owing to certain changes in the district, there is now great inequality in the emoluments received; and whether he will look into this matter and consider whether any rearrangement is possible?

I have no knowledge of any such undertaking having been required. The inequality between the emoluments of the several Registrars is mainly due to the unequal size of the sub-districts, a matter which will be considered on the occurrence of a vacancy.

Nizam Of Hyderabad (Claim)

asked the Under-Secretary of State for India whether he can state, in connection with the claim of the Nizam of Hyderabad to the rendition of the Berars, if the attention of the Secretary of State for India has been drawn to the principle of impartial and independent investigation laid down in paragraph 308 of the Montagu-Chelmsford Report on Indian Constitutional Reforms; and whether it is his intention to set up a Commission as therein provided?

The Secretary of State is aware of the recommendations in the paragraph quoted, and a standing procedure has been prescribed for the purpose of giving effect to them at the discretion of the Governor-General; but I cannot say at present what procedure will be adopted in this particular case to which the hon. and gallant Member refers.

Ex-Service Men (Tuberculosis)

asked the Minister of Pensions what policy he proposes to follow in connection with the case of ex-service men suffering from tuberculosis whose pensions have been disallowed but who still suffer from this disability?

I would refer my hon. Friend to the answer given to the hon. Member for Bow and Bromley (Mr. Lansbury) on the 29th ultimo, of which I am sending him a copy. Any case of the type referred to, in which additional evidence is furnished, will be most carefully considered and a suitable grant made, with the assistance of the Treasury, if the disability is found, in the light of all the evidence available, to be due to service in the late War.

Foot-And-Mouth Disease

asked the Minister of Agriculture the number of cases of foot-and-mouth disease during the last month; the number of farms on which there has been a second outbreak during the last six months; the amount of money already paid over to farmers as compensation during the last year out of the provision made by the House for this purpose; and the number of Foot-and-Mouth Disease Orders now existing?

29 outbreaks have occurred during the month ending 12th instant, and second outbreaks have occurred on 49 farms during the six months ended on the same date. £3,323,816 has been paid to farmers as compensation for animals slaughtered owing to foot-and-mouth disease during the last year (13th June, 1923–12th June, 1924). Ten Orders are in force relating to actual infected areas, and eight Orders containing regulations of a general character, in addition to 44 Orders declaring individual premises to be foot-and-mouth disease infected places.

asked the Minister of Agriculture if he can give any information as to the number of cases of foot-and-mouth disease in Holland and the areas where outbreaks have occurred?

Foot-and-mouth disease has been prevalent in every province in Holland during the current year. 7,723 outbreaks are recorded in the Dutch official returns as having occurred during the months of January to April, 1924, inclusive. The provinces most affected are South Holland, North Holland, North Brabant, Utrecht, and Guelderland. I will have detailed particulars circulated in the OFFICIAL REPORT.

Royal Air Force (Accidents, India)

asked the Under-Secretary of State for Air whether he will state the accidents, fatal and otherwise, which have occurred in connection with Royal Air Force work in India in each of the last three years; and whether the Indian Government is now fully satisfied that the best possible material is at the service of those who use it?

In answer to the first part of the question, the accidents in the Royal Air Force in India involving death or personal injury in the last three years ending on 31st May in each case were:

It should be added that the number of hours flown was considerably greater in the last year than in the two preceding years combined. In answer to the second part of the question, I cannot answer for the Government of India, but the Air Ministry have supplied the best possible material, and there is no reason to believe that it is not giving satisfaction.

Irish Boundary Commission

asked the Secretary of State for the Colonies if he can yet announce the name of the Chairman of the Irish Boundary Commission?
