Singapore Naval Base

asked the First Lord of the Admiralty how many men are being employed on the construction of the Admiralty dockyard at Singapore?

Licensing Act (1921) Amendment Bill

asked the Prime Minister whether he will give facilities this Session for the passing of the Licensing Act (1921) Amendment Bill, now on the Orders of the House, and thus remove the anomalies as regards the hours of sale of liquor in licensed premises and in clubs, which are the cause of widespread public inconvenience, or whether he proposes to introduce legislation to amend the existing law in this respect?

I would refer the hon. Member to the answer which I gave on the 15th November, in reply to a similar question by my hon. Friend the Member for Chertsey (Sir P. Richardson),

Electricity Supply (Tidal Power, Severn Estuary)

asked the Prime Minister what steps have been taken by the Government with a view to the generating of cheap electrical energy from the tides?

I have been asked to answer this question. In accordance with the recommendation of the Committee of Civil Research, certain preliminary investigations are now taking place with regard to the possibility of utilising the tidal power in the Severn Estuary.

Kenya (Poll Tax)

asked the Secretary of State for the Colonies whether it is the intention of the Government of Kenya to make any increase in the poll tax levied on members of the European and Indian communities in the Colony; and, if so, whether the increase is to be borne equally by the two communities?

The Government of Kenya has under consideration proposals for raising additional revenue from each community, European and Indian, to be wholly devoted to education for the benefit of the respective communities. These proposals include a tax on male servants in European employ in excess of two at the rate of 24s. a year, and a poll tax on Asiatic adults of 20s., on the understanding that the poorer members of the Indian community will be allowed generous exemptions. The Governor has expressed his willingness to consider any suggestions from the Indian community for an alternative to the poll tax which would not fall disproportionately on the other communities.

Kilmuir Estate, Scotland (Sale)

asked the Secretary of State for Scotland whether, with reference to the estate of Kilmuir, which was acquired for the purpose of land settlement, he can state the number of acres acquired and the number of people settled on the estate?

The estate of Kilmuir, which was acquired by the Con gested Districts Board in 1904, extends to about 45,300 acres. Seventy-five new holders were settled by the Congested Districts Board and seven by their successors, the Board of Agriciulture for Scotland. In addition, enlargements of their holdings and common grazings were given to the Crofters of the townships, numbering 35, which existed on the estate when it was acquired by the Congested Districts Board. I may add that it was largely for the latter purpose that this property was purchased by the Congested Districts Board.

Royal Military Academy

asked the Secretary of State for War, whether he will explain the delay in the fixing of the clerical complements for the Royal Military Academy, Woolwich; whether he is aware that, in December, 1925, the hon. Member for East Woolwich was informed by the Financial Secretary to the War 'Office that the complements for this office are in an advanced stage of preparation; and whether he is now in a position to state the approximate date upon whiich the decision will be promulgated.

The establishment for the Royal Military Academy has been fixed, and its application to existing personnel, which created considerable difficulty, is almost completed.

Farm Training Centres

asked the Minister of Labour if he intends to establish other farm training centres similar to those at Brandon and Claydon, and whether he will take into consideration in arranging the syllabus of training the advice contained in Appendix II of the recent Report on a visit to Canada in connection with British settlement?

I would refer my hon. and gallant Friend to the reply given by the Under-Secretary of State for Colonial Affairs on the 22nd November to the hon. and gallant Member for Abingdon (Major Glyn), of which I am sending him a copy. The recommendations contained in the Report referred to will be borne in mind.

Unemployment

Attercliffe Exchange (Overtime)

asked the Minister of Labour whether he is aware that the staff at the Attercliffe Employment Exchange have not been paid for overtime worked during the period of the general strike, and whether he will take steps to see that payment is made forthwith?

All overtime payment due to the staff of the Attercliffe Employment Exchange for the period of the general strike has been made. Subsequent to the general strike a certain amount of overtime in excess of the normal limit of 12 hours per week was worked. Sanction for payment of overtime in excess of normal limits has to be specially obtained, but the necessary authority has now been given, and out-

The above figures include a considerable number of applicants who in any case could not have received extended benefit because they failed to satisfy one or more of the other conditions governing the receipt of such benefit.

Unclassified Roads, Leicestershire (Grants)

asked the Minister of Transport the estimated expenditure for the current year on the maintenance of unclassified roads in each of the local authorities' areas in the county of Leicester; how much has been allocated to each of these authorities out of the £1,300,000 set aside for this purpose; and to what reduction in the various highway rates this grant is equivalent?

I have no information regarding the estimated expenditure on the maintenance of unclassified roads by local authorities in Leicestershire. As

standing payments will be made at once at the places (including Attercliffe) where the overtime was worked.

Benefit Disallowed

asked the Minister of Labour the number of applications for unemployed benefit which have been disallowed on the grounds of the adequacy of the incomings of the household as defined in Circular L.E.C. 82/21?

The following table shows the number of applications for extended benefit recommended for disallowance by local committees in Great Britain during the period 12th January, 1926, to 15th November, 1926, on the ground of the adequacy of the incomings of the household:I indicated in my reply of the 30th November to my hon. Friend's previous question the moneys available for grants towards the maintenance of unclassified roads in rural areas have not yet been entirely allocated. A comprehensive review of the assistance given towards the maintenance of these roads will appear in due course in the Annual Report on the Administration of the Road Fund.

Motor Traffic

Fatal Accidents

asked the Minister of Transport whether his attention has been called to the number of fatal accidents resulting from motor traffic on the roads; whether he has received Resolutions from the Birkenhead and other town councils asking the Government to introduce legislation for the purpose of reducing the number of such accidents on the roads; and if he intends taking any action in the matter?

I have received various representations in the matter. As I have stated on numerous occasions, I hope to introduce, so soon as Parliamentary time is available, a Bill for the better regulation and control of road vehicles.

Driving Licences

asked the Minister of Transport whether he proposes in his promised Bill to deal with the practice of granting motor-driving licences to applicants who are totally deaf and otherwise suffering from physical defects?

As I have previously stated, the general question of the issue of driving licences to persons suffering from physical disabilities is receiving my consideration in connection with the Bill for the better regulation and control of road vehicles which I hope to introduce so soon as Parliamentary time is available.
