asked the Secretary of State for Foreign Affairs how many appointments to the staff of the British section of the League of Nations at Geneva have been filled by permanent civil servants established prior to August, 1919; how many by special entry, and in these cases, how was the selection made; how many of the staff specially entered have been subsequently established; what are the duties and the salaries of each post filled by special entry; what are the names of the staff so appointed; and how many of the specially entered staff have ex-service qualifications?

I regret that I am unable to give my hon. and gallant Friend the information he desires. There is no British section of the League of Nations at Geneva, and all appointments to the League Secretariat are made without reference to His Majesty's Government.

asked the Secretary of State for Foreign Affairs whether, in view of the delay in publication of Part II. of the League of Nations' Report on the traffic, in women, and of its public interest, he will urge the permanent advisory committee of the League to have this portion of the Report published at the earliest possible moment?

It would seem to me that exaggerated importance is attached in some quarters to Part II. which, as far as I was able to study it in the time at my disposal at Geneva, is illustrative of Part I., but does not affect the conclusions to be drawn from it. In any case, publication can only be decided by the Council to whom both pats of the Report ware addressed. The matter will come before the Council again in June.

asked the Home Secretary if his attention has been called to a meeting held by the Association of Manipulative Surgeons in London, on Saturday, 27th March; whether he has received a copy of the resolution passed by this meeting, stating that unqualified bone-setters constitute a menace to the welfare of the nation; and whether he will consider setting up a Departmental committee to inquire into the regulation of bonâ fide bone-setters and manipulative surgeons in England and Wales, with a view to introducing legislation so that all such persons practising shall pass tests of an examining committee to enforce the standard of qualification?

I have been asked to reply to this question. My attention has not previously been called to the meeting to which the hon. and gallant Member refers, nor have I received a copy of the resolution. As regards the third part, the matter was fully discussed in the Debate on the 9th February of last year, and I have nothing to add to what I said then.

asked the Home Secretary whether he has received any applications from any town councils or other authorities for his sanction to approve by-laws in respect of wireless loudspeaker nuisances; and, if so, from which authorities these applications have been made?

The Town Councils of Eastbourne, Guildford and Reading have made by-laws, which are now in force; and the Town Councils of Margate and Sheffield have also submitted proposals for by-laws.

asked the Home Secretary whether, in view of the fact that in all or nearly all legislation and in all informative Returns Monmouthshire is included in Wales, he will introduce legislation to incorporate the county in that province?

I regret that I can see no sufficient reason for altering the present position which, though it may appear somewhat anomalous, has continued for several centuries and causes, so far as I am aware, no practical inconvenience.

asked the Secretary of State for Air how many biplanes were taking part in the Cairo-to-Cape flight; who are the makers of these planes; what engines are being used; can he give the names of the principal stopping places en route; and what will be the approximate cost to the State of this flight?

As regards the first three parts of the question, four service aircraft, manufactured by the Fairey Aviation Company, Limited, and equipped with Napier Lion engines, are taking part in the flight in question. As regards the fourth part, the principal stopping places are Wadi Halfa, Khartoum, Malakal, Mongalla, Kisumu, Tabora, Abercorn, N'dola, Livingstone, Buluwayo, Pretoria, Bloemfontein and Capetown. As regards the last part, the extra cost involved is estimated at £3,500, as a maximum.

asked the Secretary of State for Air whether any further experiments have now taken place with the Salvator parachute; and, if so, whether the reports are satisfactory?

The Air Ministry is awaiting a reply from the Italian firm interested in the Freri parachute in regard to the carrying out of further experiments; in the meantime certain features of the design are being further investigated.

asked the Minister of Labour if, in view of the findings of the Blanesburgh Committee Report, he can now state the number of insured workers who have made 30 or more contributions in the preceding two years?

I hope to have the figures ready in about a fortnight.
