Poor Law Relief (Devonport And Plymouth)

asked the Minister of Health the number of persons in receipt of parish relief in the parishes of Devonport, Plymouth, and Stonehouse, respectively, specifying the various categories, for the month of February, 1930?

The following statement shows the number of persons in receipt of Poor Law relief in the parishes of Devonport, Plymouth and East Stonehouse on the last Saturday in February, 1930.should be selected for these appointments.

asked the Under-Secretary of State for Air whether, seeing that, for the positions of assistant surveyors, trainees are brought in because they possess an engineering degree and are appointed to the posts to the disadvantage of the surveyors' clerks who have have been in the service of the Ministry for years and, from that experience of the work, have to teach the trainees, surveyors' clerks will now be given the opportunity to fill these posts and the age and examination limitation removed?

Two candidates who possess an engineering degree were recently appointed to the Air Ministry with a view to being trained as assistant quantity surveyors; the intention was that they should be so trained not by surveyors' clerks, but by the surveyors and assistant surveyors already in the service. The original proposal has, however, been modified and they are being employed in fact not on quantity surveyors' work, but on other work for which their previous technical training and experience render them suitable. The vacancies in question could not have been adequately filled by the promotion of surveyors' clerks. As regards the opportunities open to the latter of obtaining promotion to assistant surveyors' posts, I would refer my hon. Friend to my reply to him of 5th March.

Juvenile Employment Committees

asked the Minister of Labour the number of education authorities which have set up choice-of-employment committees for the placing of boys and girls in employment?

112 local education authorities have set up juvenile employment committees in accordance with Section 107 of the Education Act, 1921.

Transfer Of Workers (Juveniles)

asked the Minister of Labour the number of boys and girls placed in work in London from distressed areas since January, 1929?

the fact that the number of signing-on days for women at the Westhoughton Exchange was recently reduced, it is still one day more than is the case in any of the surrounding Exchanges; and whether she will again consider the matter, with a view to securing uniformity in this connection?

As explained in the reply to the question which my hon. Friend put to me on 20th February, the normal requirement of the Regulations is daily attendance for unemployed workpeople residing less than two miles from a Local Office, and it is only pressure of work at individual Offices which renders departure from this practice necessary or desirable. At the Westhoughton Office there is no longer any such pressure as would, in my opinion, justify a further relaxation.

Devonport Ano Plymouth

asked the Minister of Labour the number of persons, specifying men, women, boys, and girls, on the Employment Exchanges of Devonport and Plymouth, respectively, for the month of February, 1930?

The following table shows the number of persons on the registers of the Employment Exchanges at Plymouth and Devonport, respectively, on each Monday in February, 1930:

During the period from 1st January, 1929, to 1st March, 1930, 1,042 boys and 326 girls from the distressed areas were placed through the local offices of my Department in employment in Greater London.

Benefit Claims

asked the Minister of Labour the number of claims for unemployment insurance benefit which were referred to the Chief Insurance Officer in 1929; and how many of these were allowed benefit?

During the year ended 9th December, 1929, 940,474 claims to benefit were referred to the Chief

Persons on the Register of the Chatham Employment Exchange.

Insurance Industry Special Scheme

asked the Minister of Labour whether the board which deals with the unemployment insurance claims of those who lose their employment from insurance companies is under the control of the Ministry of Labour?

The Board in question is the statutory body responsible for the administration of the Insurance Industry Special Scheme. The detailed administration of the Scheme is not under my control, but I have certain powers in

Insurance Officer, of which 285,983 were allowed by him.

Chatham And Gillingham

asked the Minister of Labour the number of men and women registered as unemployed in the Chatham and Gillingham area during the last month?

The following statement gives the information desired:connection with it. Thus, any rules made under the Scheme are subject to my approval, and the Board, in exercising their powers under the Scheme, must give effect to any general directions which the Minister of Labour may give after consultation with them. Moreover, if, in connection with any claim to benefit, the Minister is of opinion that a matter of general importance is involved, the Minister has power to direct that the claim be referred from the authorities of the Scheme to the Umpire under the general scheme.
