Russia (Propaganda)
asked the Secretary of State for Foreign Affairs whether his attention has been called to an article published in the "Pravda," an official organ of the Soviet Government, on Saturday last, advocating the overthrow of British dominion in India by force, the repudiation of debts, the establishment of a Soviet regime, and the confiscation of property in India; and whether he will make the advocacy of this policy the subject of a protest to the Soviet Government as constituting a breach of the Protocol of October, 1929?
I would refer the hon. Member to the statement on this subject made by the Prime Minister on 14th May in answer to a question by the right hon. Gentleman the Member for West Birmingham (Sir A. Chamberlain).
Experiments, Living Animals
asked the Home Secretary, in the performance of experiments on living animals, who decides whether the experiment is calculated to give pain; and if the performer is the only judge?
No. In the case of this Act as of all others people have to consider for themselves whether what they propose to do is in accordance with the law; but if they infringe the provisions of the Act they are liable to have legal proceedings taken against them, and the Court decides whether the experiment is or is not calculated to cause pain. Experience shows that people who propose to perform experiments which might by any possibility be regarded as calculated to cause pain are anxious to comply with the requirements of the Act in order to be on the safe side.
London Passenger Transport Bill
asked the Minister of Transport whether he will consider publishing a White Paper setting out the terms of his settlement with the companies represented by Lord Ashfield, and also the terms of the agreement with the main line railway companies with reference to the London Passenger Transport Bill?
The basis of transfer of their undertakings to the proposed London Passenger Transport Board accepted by the underground group of companies has been embodied in Amendments to the Bill which have been laid before the Joint Committee. The heads of agreement with the main line companies have also been printed and circulated to that committee. Both matters are thus before the committee.
