Ancient Monuments Board
asked the First Commissioner of Works the present members of the Ancient Monuments Board; how many meetings have been held in the last two years; what steps are being taken to hasten scheduling under the Ancient Monuments Act, 1913; and why only 12 monuments have been so dealt with in Staffordshire?

British Army (Recruiting Campaign)
asked the Secretary of State for War what special recruitment means are being taken in and around Newcastle-on-Tyne?
No steps are being taken which are special to the Newcastle area. A recruiting campaign has been going on throughout the country for the past six months in order to bring to the notice of eligible men the opportunities offered by the Army as a career.
Rating Relief (Appeals)
asked the Financial Secretary to the Treasury in how many rating appeals under the Derating Acts the Attorney-General has appeared in court in person?
No record is kept differentiating the cases in such a way; and if the files were searched to supply the information, the result would be almost wholly misleading.
Swimming Instruction, Schools
asked the President of the Board of Education for what proportion of the boys and girls, respectively, in primary schools systematic instruction in swimming is provided?
No statistics upon this subject have been collected by my Department, but systematic instruction in swimming is being increasingly given by local education authorities.
Aliens (Russian Citizens)
asked the Home Secretary how many Soviet citizens have been permitted to land in this country since 1st July, 1929, who have previously been refused permission to land or whose landing was conditional; and how many Soviet citizens are at present in this country under similar conditions?
I regret that available statistics do not enable me to give the figures asked for.
asked the Home Secretary the names of the Russian side of the executive council of the Russo-British Chamber of Commerce; and for what period those gentleman have received permission to reside in England?

Costs In Criminal Cases Act
asked the Home Secretary if he intends to issue regulations under Section 2 of the Costs in Criminal Cases Act, 1908; and in how many cases since that Act was passed costs have been paid under the Act to cover the expenses of prosecution and defence, respectively?
I do not propose making any further regulations under the Costs in Criminal Cases Act, 1908. As regards the second part of the question, orders as to the costs of the prosecution and as to allowances to witnesses are continually being made under the Act and orders as to the costs of poor prisoners' defence are made in cases where free legal aid is granted. The desired figures, however, are not available.
Public Service Vehicles (Drivers' Licences)
asked the Minister of Transport if he is aware that many motor-omnibus owner-drivers are experiencing difficulties in getting their licences to ply for hire though forms are correctly filled in; and if he will inquire into the matter?
I am not clear what kind of licences my hon. Friend has in mind, but, speaking generally, I am not aware of any undue delay in dealing with applications for licences of any kind under Part IV of the Road Traffic Act, 1930. I may add that I have made a Public Service Vehicles (Transitory Provisions) Order, which, Subject to the conditions set out therein, allows for and regulates the continuance of existing services and authorises existing drivers and conductors to continue to act, until the Traffic Commissioners have been able to deal with and come to a decision upon the applications for licences made to them.
Government Departments
Post Office Staff (Wages)
asked the Postmaster-General if he is able to state that he will not recommend any reduction in the salaries or wages of Post Office staffs, indoor or outdoor, where the present remuneration is 70s. per week or under?
The remuneration of the Post Office staff consists in part of cost-of-living bonus, which is common to the Civil Service, and so far as the bonus is concerned their remuneration will be governed by any decision which may be arrived at regarding the Service as a whole. I have no proposal for reducing the basic wages of the Post Office staff at present before me.
Higher Clerical Officers
asked the Minister of Health the number of higher clerical officers employed in his Department as at 1st April, 1931; and the number of higher clerical officers promoted to higher posts during the period 1st April, 1930, to 31st March, 1931?
The numbers are 326 and seven respectively.
asked the Financial Secretary to the Treasury the number of higher clerical officers employed in the Inland Revenue as at 1st April, 1931; and the number of higher clerical officers promoted to higher posts during the period 1st April, 1930, to 31st March, 1931?
The number of higher clerical officers employed in the Inland Revenue as at 1st April, 1931, was 88. There were no promotions from the rank of higher clerical officer to higher post during the year ended 31st March last.
asked the President of the Board of Education the number of higher clerical officers employed in his Department as at 1st April, 1931, and the number of higher clerical officers promoted to higher posts during the period 1st April, 1930, to 31st March, 1931?
The number of higher clerical officers employed in the Board of Education on 1st April last was 97. The number of such officers pro- moted to higher posts during the period 1st April, 1930, to 31st March, 1931, was five.
Ancient Greek And Roman Coins (Postal Regulations)
asked the Postmaster-General if he is aware of the difficulty being experienced in obtaining the entry of ancient Greek and Roman coins into this country; and whether he will take steps to avoid the delays now existing?
In the cases to which I understand the hon. Member refers, the coins were sent by the insured letter post; and as the inclusion of articles other than bank notes or documents of value in such letters is prohibited under the International Regulations, the letters were correctly returned to the country of origin.
Trade (Oversea Markets)
asked the Secretary to the Overseas Trade Department whether the reports from his representatives indicate a recovery of British trade in any parts of the world; and, if so, which?
I am afraid the reports do not indicate any definite signs of the immediate recovery of United Kingdom trade in oversea markets.

asked the Minister of Labour the number of appeals awaiting decision by the umpire, and the number which have been awaiting decision for a month or more?
The number of appeals awaiting decision in the umpire's office on 4th July was 1,776, of which about 100 have been awaiting decision for a month or more.
Local Authorities (British Materials)
asked the Minister of Labour whether she will consider issuing for the guidance of local authorities, having in view the regularity of the materials they deal in, a table showing the marginal differences in which the British price might exceed the foreign and yet lessen expenditure through the saving on relief and the gain to trade generally?
No, Sir, I am afraid it would be impracticable to do this.
Rheumatism (Clinic)
asked the Minister of Health if he can now give the House information as to the results of the first year's work of the clinic for the treatment of rheumatism at Peto Place; and if he is aware of any proposals for the extension of this work in other localities?
The British Red Cross Society have recently published a report on this clinic to which I would refer the hon. Member. I am satisfied that the clinic is fulfilling a useful purpose, but it would be premature to attempt to assess the results of its work. I am aware that some suggestions for the extension of this work in other localities are under consideration, and if any proposals are submitted to my Department they will, of course, receive careful examination.
Housing (Essex)
asked the Minister of Health what is the number of council houses erected by the Billericay Rural District Council in the parishes of Lain-don, Pitsea, Vange, Basildon, and Wick-ford, respectively?
No houses have been built in the parishes named. The council have, however, provided or are taking steps to provide in other parishes of the district for the needs of the inhabitants of these parishes.
asked the Minister of Health what is the number of council houses erected by the Orsett, Rochford, and Billericay Rural District Councils, respectively, since the War; and what is, in each case, the number for which schemes have been submitted but not yet completed?
The numbers erected up to 31st May last were 682, 274 and 30 respectively; the numbers under construction on that date were 20, 12 and 18, and the numbers approved, but not commenced by that date were two, 22 and 22 respectively.
