League Of Nations (Poland)
asked the Secretary of State for Foreign Affairs whether the petition which has been sent to the League of Nations by the Ukrainian minorities in Poland, with reference to the Military Colonisation Bill now before the Sejm, has been declared receivable and has been placed upon the agenda of the council as a matter of urgency
I have at present nothing to add to the answer which I returned on 17th February to a similar Question by the hon. Member for Westhoughton (Mr. Rhys Davies).
Uncertificated Teachers
asked the President of the Board of Education the cost to the Treasury of raising uncertificated teachers of 20 years' standing to the grade of certificated teacher?
It is estimated that, on the basis of existing staffs, the direct effect of the proposal suggested in the hon. Member's question would be an increase in the expenditure failing on the Exchequer of between £200,000 and £300,000 per annum; but there are many uncertain factors which make it impossible to furnish a very reliable estimate, and it is also doubtful whether it would in fact be possible to make this particular change without at the same time taking other steps that would ultimately involve a very much larger increase in expenditure.
Postage Rates, United States
asked the Postmaster-General whether the existing rate of postage to the United States of America for ordinary post letters was fixed as the result of any and, if so, what reciprocal arrangements, and when?
A reciprocal Agreement was made in 1908 for reduced rates of postage on letters exchanged between this country and the United States of America. Owing to post-War financial conditions, the agreed rates have since been varied by each party with the tacit concurrence of the other.
Juvenile Employment Centres
asked the Minister of Labour the number of boys who were in attendance at juvenile employment centres at the end of October last; and the number in attendance to-day?
The latest figures available show that there are 18,420 boys in attendance at approved courses of instruction; of these, 15,407 are attending junior instruction centres and classes. At the end of October, 1931, the corresponding figures were 17,895 and 16,133.
Wages
asked the Minister of Labour the net annual reduction in wages shown in the returns for the years 1922, 1923, 1924, 1925, 1926, 1927, 1928, 1929, 1930, 1931 and 1932?
The available statistics on this subject are published in the issues of the Ministry of Labour Gazette for January, 1932 (page 5), and February, 1932 (page 68).
