Sugar Industry

Empire Production And Export

asked the Secretary of State for the Colonies the quantity and value of sugar grown in Barbados, Jamaica, Trinidad, St. Lucia, and Natal in the years 1927, 1928, 1929 and 1930 respectively; and how much of this was sent to Britain, how much to other parts of the British Empire, and how much to countries outside of the Empire for each of the years named?

As regards the four Colonies mentioned, the information desired by the Noble Lady will be found in the Blue Books issued annually by the Governments concerned, and in the Statistical Abstract issued by the Board of Trade. The figures would be too voluminous for reproduction in a Parliamentary reply, but I am sending a statement of them to the Noble Lady.

Beet-Sugar Factories (Loans)

asked the Financial Secretary to the Treasury to what body or bodies questions dealing with the repayment of loans obtained under the Trade Facilities Acts, 1921–1926, are referred; and whether he will consider referring to such bodies the question of loans still outstanding to beet-sugar factories under those Acts?

Questions dealing with repayment of loans obtained under the Trade Facilities Acts, including the loans outstanding to beet-sugar factories, are constantly under review by the Treasury, who consult from time to time members of the advisory committee which was appointed under the Acts.

Unemployment (Royal Commission)

asked the Minister of Labour if the Royal Commission on Unemployment have finished their deliberations; and when it is anticipated that their report will be published?

The answer to the first part of the question is in the negative. As regards the second part, I regret that I cannot yet make any definite statement.

Civil Service (Exemptions From Examinations)

asked the Financial Secretary to the Treasury whether the Civil Service Commission, in interpreting Clause 7 of the Order in Council of 10th January, 1910, excludes from the scope of this Clause posts which can be provided for by members of the ordinary parallel classes of the Civil Service; and whether it is a requirement of any exemption under Clause 7 that the qualifications in respect of knowledge and ability deemed requisite for any situation for which exemption from examination is proposed to be given must be wholly or in part professional or otherwise peculiar?

Clause 7 of the Order in Council of 10th January, 1910, was repealed by Article 14 of the General Regulations under the Order in Council of 22nd July, 1920, of which I am sending the hon. Member a copy. The occasions and conditions of exemptions from prescribed Civil Service examinations are laid down in the several Sections of Article 10 of these General Regulations. Section (c) of the Article is applicable to posts which can be provided for by members of the Civil Service, and Section (a) to posts for which professional or otherwise peculiar qualifications are requisite.

India

Situation

asked the Secretary of State for India whether he can make a statement in regard to the political position in India?

I would refer the hon. Member to the answer given to-day to my hon. Friends the Members for Colchester (Mr. Lewis) and Kidderminster (Mr. Wardlaw-Milne).

Pensions

asked the Secretary of State for India if he will furnish a statement showing the number of Britons resident in Britain who are receiving pensions from the Government of India who are under 50 years of age, between 50 and 60, and between 60 and 70, respectively?

The number of pensioners now on the books of the India Office and the Office of the High Commissioner for India, excluding those known to be natives of India or to be resident outside Great Britain and Northern Ireland, is as follows:

These figures include widows and children in receipt of pensions from Government funds, but exclude those drawing pensions under contributary schemes. There is, in addition, a charge against Indian Revenues in respect of the share due to service in India of pensions paid to personnel of the British Army and the Royal Air Force.

International Labour Conference

asked the Secretary of State for India if he is now in a position to state the personnel of the Indian Delegation to the forthcoming International Labour Conference at Geneva?

Kashmir

asked the Secretary of State for India the present position in respect to the recent disturbed conditions in Kashmir?

I have nothing to add to the reply given to the hon. Member's question on 21st March.

Scottish National Housing Company

asked the Secretary of State for Scotland the number of houses in Rosyth, erected by the Scottish National Housing Company, that are empty; what was the original capital of the company; for how many years have the Government to guarantee a dividend of 5 per cent. to the shareholders; and the names of the directors?

No houses erected by the Scottish National Housing Company at Rosyth were empty at 29th March. The original capital of the company was £106,881 5s. 0d. made up of 171,010 shares of £1 each on which 12s. 6d. per share was called up. The Government guarantee of a dividend of 5 per cent. to the shareholders endures during the continuance of the agreement between the Department of Health for Scotland and the company. This agreement expires when the company have repaid all the moneys advanced to them by the Department, that is, at the end of 60 years. As regards the last part of the question, the names of the Directors of the Company are:—
