Trade And Commerce
British Goods (Marks Of Origin)
asked the President of the Board of Trade whether he has any information about the proposed action of the French Government for the compulsory marking of foreign goods; and whether British manufacturers stamp their goods with the country of origin?
A French law, dated 20th April, 1932, empowers the French Government to issue decrees requiring such foreign goods as may be specified in the decrees to bear indications of their origin. So far as I am aware no such decrees have yet been issued. There is no legal requirement in this country that British manufacturers should stamp their goods with the country of origin but a number of countries require imported goods to bear indications of origin and British manufacturers supplying those markets must comply with these requirements.
Tariffs (Reciprocal Limitation)
asked the President of the Board of Trade what is the policy of the Government in connection with the efforts being made by representatives of the French, Belgium, and Dutch wool industries to join with British manufacturers in a scheme for the reciprocal limitation of tariffs?
I have seen references in the Press to the discussions to which my hon. Friend alludes. His Majesty's Government would not be able to consider a policy of mutual tariff concessions, such as has been contemplated in these discussions, until the results of the Imperial Conference at Ottawa are known.
Monumental Granite
asked the Chancellor of the Exchequer whether, in view of the fact that the export trade of the monumental granite industry depends almost wholly upon granite imported from Scandinavia, which is of a variety of colour unobtainable in this country, he will, by the imposition of a drawback upon re-export or otherwise, enable the trade to compete for export orders with countries which have no tariff upon raw granite?
Powers will be given in the Finance Bill to the Import Duties Advisory Committee to make recommendations as to the grant of a drawback in certain cases, and I understand that in anticipation of these powers the committee are prepared to receive any detailed representations which the industry may wish to make.
Tariff Advisory Committee
asked the Financial Secretary to the Treasury what industries have represented to His Majesty's Government their inability to maintain their present establishments through the cessation of duties on imports since the recent recommendation of the Imports Duties Committee?
I understand that representations of the nature indicated have been made on behalf of the silk, wool and pottery industries in particular. My hon. Friend may rest assured that any such representations are receiving full and careful consideration.
Companies Act, 1929
asked the President of the Board of Trade if, and when, he proposes to take action with regard to representations he has received from the Society of Incorporated Accountants in regard to a revision of the existing company law?
I would refer my hon. and gallant Friend to the answer I have given to-day to a similar question by my hon. Friend the Member for Farnham (Sir A. M. Samuel).
Kashmir (Glancy Report)
asked the Secretary of State for India whether he was consulted as to the action to be taken on the Glaney Report on Kashmir; and whether that report will be issued for the information of this House?
The answer to the first part of the question is in the negative. I will place a ropy of the report in the Library as soon as it reaches me.
Agriculture (Home-Grown Tobacco)
asked the Minister of Agriculture whether he will state the amount of tobacco grown in this country during 1931 and the approximate number of people employed in this industry?
The total amount of tobacco produced from laud in respect of which a licence was issued to grow tobacco in 1931 was approximately 14,000 lbs. I regret that I have no information as to the number of persons engaged in preparing this crop.
Imperial Economic
Conference
asked the Prime Minister whether ships of the Royal Navy will be used to convey the British delegation to Canada for the Ottawa Conference?
No, Sir. It is contemplated that the United Kingdom delegation should utilise the normal passenger services.
National Radium Trust
asked the Lord President of the Council whether any modification has been made of the terms of the charter of incorporation of the Radium Commission, by which it was required that one-half of the original members of the commission, to be selected by lot, should go out of office after a certain date and the remaining original members at a later date?
The requirement in the Charter of the National Radium Trust, to which the hon. Member refers, was varied by a Supplemental Charter granted to that body on the 23rd July, 1931. I am sending the hon. Member a copy.
Army Estimates (Economies)
asked the Financial Secretary to the War Office what economies recommended by the Geddes Report as desirable at the War Office have not been effected?
It would not be possible to deal with so wide a subject within the ambit of an answer to a question, but the hon. Member will find much relevant information in the memorandum of the Secretary of State on the Army Estimates for 1922–3. He will observe, by comparing the figures there given with the Army Estimates for the current year, that the reductions made both in numbers and expenditure have gone far beyond those made as a result of the Geddes Report.
